Konad and it imitators use metal plates with etched designs that you coat with the polish color of your choice. You then scrape off the excess and pick up the design with a rubber stamp and transfer it to your nail. It's a pretty simple process once you get the hang of it.
We had such a fun time using Nikki's collection at a girls' night at my house that I decided to buy myself an image plate and stamper set. It ended up costing me about $10 including shipping from Amazon. Besides some official Konad plates, Nikki also has some by Bundle Monster, which are "knock offs" but work just as well as the official ones at less than half the price!
